The men pictured were probably part of the 'SS Leviathan Orchestra'; there still exist some recordings of the band and I found some on YouTube:

 
 

SS Leviathan originally began service in 1914 as the transatlantic ocean liner Vaterland for Germany's Hamburg-America Line.

When World War I broke out the ship was at the time docked in a US port, and the US government immediately seized the ship. Eventually they renamed it to Leviathan and it became America's first ocean liner.
